    A grand jury investigated the August 9 death of Michael Brown and decided not to indict Ferguson Police officer Darren Wilson for the shooting. St. Louis County Attorney Robert McCulloch, who had full control of the evidence presented to the grand jury, promised that "absolutely everything will be presented to the grand jury. Every scrap of paper that we have. Every photograph that was taken." City, county, and federal officials gathered and submitted evidence to the grand jury, according to McCulloch.

    The federal government, meanwhile, is investigating whether the shooting violated Brown's civil rights, but investigators will have to find Wilson willfully violated Brown's rights — a very high legal bar — to press charges. The federal investigation will look exclusively at constitutional violations, not duplicating the criminal investigation. The Department of Justice also announced that it will also investigate the entire Ferguson Police Department for systemic civil rights violations.

    The investigations draw on eyewitness accounts and the available photographic, video, and audio evidence.

    Missouri Governor Jay Nixon also launched a Ferguson Commission to study and attempt to address the community's fear and distrust in police and local officials following the shooting.
